Hadi Melki, Partner

Hadi Melki is a Partner and the Head of the Projects Practice at BLK Partners, based in Riyadh. 
He has more than twenty years of experience serving clients and governments across the Middle East region. He specializes in projects, Information and Communication Technology (ICT), public sector, and regulatory matters.

Hadi regularly advises governments and private sector investors in connection with Public-Private Partnerships (PPPs). For instance, he advised a GCC government agency on the implementation of its PPP program for infrastructure projects in a wide array of sectors including power, water, waste, education, healthcare, ICT, and transportation, among others. He has advised project sponsors on the implementation of a 10-year DBFOT project in Lebanon, including handing back the project to the government at its term and handling subsequent operation and management contracts. Hadi has advised several GCC ministries and other government agencies on the design of institutional and governance frameworks for the implementation of megacities and projects, designing and implementing transformation projects and sectorial reforms. He is currently engaged in the procurement of a DBFOT project for a waste-to-energy facility in Lebanon. He is also advising a port authority on the procurement of a container terminal operation and its maintenance contract.

Moreover, he is involved in various projects in Saudi Arabia including advising a Saudi city authority on the most appropriate legal and corporate PPP structures for the launch of Transit Oriented Development projects in the Kingdom. He is also acting as the general legal advisor of a major Saudi government fund.

Hadi has contributed to several publications, authoring chapters in the Public-Private Partnership Law Review, 4th, 5th and 6th Editions, 2018-2019-2020, among others.

Hadi has an LL.M. in Private Law from the Lebanese University (Beirut, Lebanon), an LL.M. in Banking and Finance Law from University Paris I Pantheon – Sorbonne (Paris, France), and an LL.B. from St. Joseph’s University (Beirut, Lebanon). He is a member of the Beirut Bar Association and is fluent in Arabic, English and French.
